PLAN SUBMITTAL PROCEDURE:

I. Program Phase

During the development of a program/pre-design and exploration of a site for a project, the process should be verified with Capital Planning and Project Management.

The Building Code Division is always available to discuss the code implication of possible design options with the program team. This preliminary presentation must include a preliminary code data block, and when available, a review of the Building Code Division's Building Code Deficiency Survey for the building.

Drawings, sketches, site plans, perspective drawings and outline specifications (if available) are very helpful in this process. A face-to-face meeting is recommended.

II. Schematic Phase

This phase should include a general solution to the program needs.

The designers are to submit two copies of the plans and specs for the Building Code Division to review. The University project number is required on each sheet and all documents submitted to the Building Code Division. The type of construction and occupancy classification need to be fully identified at this state. Copies of chemical types, use and annual total quantities must be identified in writing by the potential users of any chemical research laboratory and forward the information through the designer to the Building Official to help verify occupancy types.

University Environmental Health and Safety should also be contacted for help and information in the process of identifying potential lab hazards.

Plans must include a site plan with the proposed work areas indicated, a building code data block on the cover page (see appendix of this manual for an example), proposed occupancy uses of the spaces in the plans, highlighted fire resistive rated walls locations and a statement of the intended life and use of the spaces.

In conjunction with the Building Code Division, a presentation should be formally made to all applicable University departments such as the Police, Environmental Health and Safety, Disability Services, the Zone office or campus affected, user etc. This presentation should include all major aspects of the project, potential impacts on surrounding systems, utility impacts and all fire and safety related issues. The above group should meet together in order to allow a free exchange of concerns, questions and possible solutions for the benefit of all parties including the designers and users.
